Dr. Mohamed El-Guindy is a leading international expert in cybersecurity, cybercrime investigations, and emerging technology governance. He is widely recognized across the Middle East and internationally for his work as a cybercrime researcher, advisor to national institutions, and trainer for law enforcement, judicial bodies, and intelligence agencies.
For several years, Dr. El-Guindy has served as a Cybersecurity and Cybercrime Consultant to the United Nations Office on Drugs and Crime (UNODC), developing and delivering specialized training programs for justice, law enforcement, and intelligence departments across the MENA region and Europe.
He currently serves as the Digital Advisor to the Egyptian Public Prosecution Office, leading strategic planning and implementation of the office’s digital transformation agenda, national cyber investigations, and capacity-building initiatives.
Dr. El-Guindy is the Founding Director and intellectual architect of the Professional Master’s in Cybercrime Investigations — the first postgraduate program of its kind in the Middle East dedicated to cybercrime, digital evidence, and emerging technology law.
He built the program from inception at the British University in Egypt (BUE), designed its curriculum, secured international validation, and led it to become the region’s flagship academic model for cybercrime education.
In 2025, he was appointed by the Ministry of Higher Education and Scientific Research to the Supreme Council of Universities’ National Committee for the Computing and Informatics Sector (2025–2028), contributing to national strategy in computing and AI education, accreditation, and digital transformation policies.
He is the President of ISSA Egypt and the official representative of the Information Systems Security Association in Egypt, leading national initiatives to build cybersecurity capacity and professional communities aligned with global ISSA standards.
