As cyber threats such as hacking, ransomware, online fraud, identity theft, malware, and attacks on critical infrastructure continue to evolve, Egypt enacted Law No. 175 of 2018 on Combating Information Technology Crimes, establishing the country’s primary legal framework for preventing, investigating, and prosecuting cybercrime.
The law modernizes Egypt’s criminal justice system by criminalizing offenses committed through computers, networks, websites, mobile devices, and other information technologies, including unauthorized access, data theft or destruction, malware distribution, electronic fraud, online blackmail, identity theft, attacks on government systems, and crimes targeting critical information infrastructure.
It recognizes electronic evidence as legally admissible, establishes procedures for collecting, preserving, analyzing, and presenting digital evidence, and authorizes competent judicial authorities to search and seize electronic devices, investigate cyber offenses, and, where legally justified, block websites involved in criminal activities.
The law also defines the responsibilities of internet service providers, while its Executive Regulations establish implementation procedures and technical obligations. It further strengthens international cooperation in cybercrime investigations while ensuring due process and legal safeguards.
By protecting individuals, businesses, financial institutions, government entities, and critical infrastructure, the law enhances cybersecurity, strengthens cyber resilience, supports digital trust, and reinforces confidence in Egypt’s growing digital economy.
